사이버전에 대한 세대별 분류 및 전례에 관한 연구
21세기에 들어오면서 새롭게 개척된 사이버공간(Cyberspace)은 점차 인간사회의 필수불 가결한 영역(Domain)이 되었다. 이러한 사이버 영역은 전쟁과 함께 진화해 온 인류에게 있어서 새로운 전장으로 등장하였고, 이제는 전ㆍ평시 구분 없는 전투현장이 되었다. 따라서 본 연구는 현대 사이버전(Cyber Warfare)에 대한 이론을 바탕으로 사이버전을 분류하고 주요 전례를 분석하여 그 특징을 고찰해 봄으로써, 현재 및 미래의 사이버전에 대 비하는 군사 발전에 기여하고자 작성된 논문이다. 이를 위해 사이버전 개념과 영역을 바탕으로 다양한 사이버전 분류 기준을 살펴본 후 사 이버전이 수행된 시기 등을 기준으로 세대별 구분 방법을 새롭게 설정하여, 전례 연구에 적 합한 방법으로 재정립하였다. 이에 따라 기존의 학설과는 다르게 세대별 구분을 기준으로 전례를 재분류하여, 제1세대는 사이버전 태동기로 걸프전쟁, 제2세대는 사이버전 적용기로 코소보전쟁, 제3세대는 사이버전 발전기로 조지아전쟁1)을 대표적인 전쟁 사례로 분석하여 시사점을 제시하였다.
A Study on the Classification and History of Cyber Warfare by Generation
In the 21st century, the newly pioneered cyberspace has gradually become an integral domain of human society. This area has also emerged as a new battlefield for mankind, which has evolved with the war, and has now become a battleground without distinction between wartime and peacetime. Therefore, this study is to contribute to the military development in preparation for present and future cyber warfare by categorizing cyber warfare based on the theory of modern cyber warfare and considering its characteristics by analyzing major precedents. After examining various methods of cyber warfare classification, this paper established the method of generation-by-generation classification based on the time when cyber warfare was carried out and presented it as a suitable method for precedent research. Because cyber warfare is a war in which the whole of modern science and technology, which is rapidly advancing unlike past wars, is projected from generation to generation. Accordingly, the precedent of classifying by generation was analyzed and suggested as the Gulf War for the first generation, the Kosovo War for the second generation which is the Applicable period of cyber warfare, and the third generation for the Georgia War, which is the development period of cyber warfare.
