In 2006, the Defense Acquisition Program Administration implemented scientific project management policies such as system engineering, EVMS, CAIV, and M&S for efficient project management. Among them, EVMS enacted and implemented regulations and guidelines for the Defense Acquisition Program Administration. However, it is intended to develop improvement measures by diagnosing the actual conditions of application to the current ship project and analyzing the influencing factors. The study defined independent variables EVMS impact factors and dependent variable project management objectives and studied the causal relationship between them to establish the research model and hypotheses. The established hypothesis was verified through a survey of EVMS experienced by the DAPA and R&D agencies and statistical processing methods. As a result of the hypothesis test, one of the four factors for environment, preparation, execution and utilization of results for application factors and project management objectives was adopted, and one environment was partially selected. In addition, significant factors were identified for compliance with project management objective factor schedules, cost reduction, and performance satisfaction. Through this, the project management system was able to contribute to the successful management of the project by intensively managing the impact factors by project characteristics.
