미 국방부의 체계 소프트웨어 유지보수 전략과 시사점 고찰
미 국방부의 소프트웨어 유지보수의 개념은 소프트웨어 개발방법론과 IT 기술의 발전으로 과거의 단순한 수리 활동에서 소프트웨어를 통한 기능 추가와 성능개선을 지향하는 소프트 웨어의 최신화로 변화하였다. 이는 소프트웨어 유지보수가 단순한 지원 업무가 아니라 소프 트웨어를 재개발한다는 것을 의미한다. 그 결과 새로운 체계를 개발하거나 성능개량을 추진 하기보다는 소프트웨어 유지보수를 통해 체계를 최신화하는 방향으로 선회하고 있다. 기반 체계의 유지보수도 최신 IT 기술을 반영하여 기반체계를 최신화하는 것으로 변화하였다. 이 러한 새로운 개념을 구현하기 위해 미 국방부가 수행하고 있는 유지보수 활동을 분석하여 9 가지의 전략을 도출하였다. 한국 국방부도 유지보수의 개념을 변화시켜 사용자의 요구내용이 신속하게 반영될 수 있 도록 해야 할 것이다. 또한, 한국 국방부는 효과적이고 효율적인 체계 운영을 보장하기 위 해 미 국방부의 유지보수 전략을 참고하여 새로운 유지보수 전략을 재정립할 필요가 있다.
A Study on the Software Sustainment Strategy of DoD Systems and Its Implications
The concept of the system software sustainment in Department of Defense(DoD) has changed from the past repair activities to the software modernization including the addition of new system functions and performance improvement in accordance with the new software development methods and the evolving Information Technology. This means that the software sustainment is not simple supporting tasks, but redevelopment tasks. As a result, the trend has turned from the acquisition of a new system or product improvement to the modernization of a legacy system through the software sustainment. The concept of the infrastructure sustainment has also changed to the infrastructure modernization keeping up with the advanced Information Technology. This paper analyzes the DoD sustainment activities for the implementation of new concepts and draws the nine strategies. ROK MND needs to review and revise the concept of the software sustainment for the rapid realization of user requirements. In addition, ROK MND needs to reestablish new sustainment strategies for the effective and efficient systems operation with reference to the DoD strategies.
